Cream sugar, margarine, salt, cocoa and eggs. Add hot water. Add baking soda to the sour milk, then add half of this to batter and mix. Add flour and baking powder to batter, then add the remaining milk slowly. Add 3 teaspoons vanilla. Pour into greased and floured 9 x 13-inch pan. Bake at 350° for 40 to 45 minutes.
For the Fudge Frosting: Cream the cream cheese and regular milk together. Add sugar slowly. Add chocolate, 1 teaspoon vanilla and salt and mix.
